Does this mean, since I am not a Sam’s Club member, that I cannot get a free sample of the trash bags?

Unfortunately, that’s exactly what it means. Not always, more often than not the Sam’s samples do not require you to be a member but, today they are requiring you to be a member for MOST of the FREE samples.
